Concomitant to their plan to get rid of me after the illegal cancellation of our PERM application, WIU officials started setting up traps to tarnish my reputation and easily get rid of me. About the same time, some officials in the public administration of the state of Illinois started harassing my family. For example, in 2009, my wife and I started receiving claims of unpaid taxes to the state of Illinois for the period of January 2007-July 2007. During that period, we were employed at the Pennsylvania State University. We moved to Illinois in August 2007. Therefore, our state tax contributions were shared between Pennsylvania and Illinois for the specific period we worked in each of these states. Curiously, the Illinois Internal Revenue repeatedly kept sending us claims of unpaid tax for the period where we were living in Pennsylvania. In 2011, I received an invoice from the Board of Trustees of WIU and the Office of the Comptroller of the State of Illinois Judy Baar Topinka with an order to pay $1.140.89 for the period of 10/01/2011-10/31/2011. In the same week, I received a letter from the WIU Payroll office accusing me of delinquent tax and informing me that the amount of $1.140.89 has been deducted from my paycheck for the payment of tax due. I visited the WIU Payroll Office and the Office of the Illinois Comptroller Judy Barr Topinka to asked for clarifications. In my presence, the authors of the letters apologized saying that the accusation was an error. But a few days after my visits, I received new letter from the same services accusing me of the same things. We received similar unsubstantiated claims from the IRS in the same period. But immediately after we hired an attorney from Pennsylvania to handle those issues, all the accusations were dropped and we were refunded for overpayment instead. Those unsubstantiated claims of delinquent tax were fabricated just to harass me and tarnish my reputation. Linking me to a fraud would have ease the effort to get rid of me. The collusion of the Board of Trustees and the Payroll Office of WIU with Illinois Tax Officials to withhold $1140 from my salary suggests that those unsubstantiated claims were seemingly part of a masquerade aimed at harassing me. I could have not been responsible of unpaid or delinquent tax because each month, I received a paycheck from the Payroll Office of WIU after my tax contributions have been deducted from my salary. Copies of the claims and proof of the refunds after nearly 3 years of baseless accusations are shown in Doc 26.
